He was re-cast and kind of has a reputation of being hard to work with. https://variety.com/2023/film/news/edward-norton-fought-marvel-over-hulk-tone-william-hurt-screamed-director-1235784081/ Famously, Terence Howard was bounced out as Rhodey before he even had a chance to become War Machine. Apparently he wanted more money or something.
