The work is probably already done for all three, I don’t see the point of tossing said work for two of them out the window. Just wasted man hours. Or… whatever unit their scrum board uses, idfk. It’s a fucking waste.
Given how half-assed the new mobs always feel, I really think they don't do much more than modeling work until the vote is done, then just rush the rest of the work in
I don't think microsoft is dumb enough to kill community made content on a game that would not exist right now without community made content. Yet again, microsoft.
None of the mobs are finished, only partially implemented. The mob vote helps mojang filter out which to add, if we didn't have it we'd still only get one mob just not the one the community chose.

I think you might have responded to the wrong comment

If this were true, we'd have any of the "losing" mobs a year or two later, which is sadly not the case
My guess is they’re saving them for later in case they need to win players over again
