So the UK actually does know that some people do it for fun. Just choking someone has nothing to do with being dangerous.

Banning media is not the solution, building a judicial precedent around that type of defense is.
Don’t know how it is in the UK, but not all countries have judicial precedent. Lawyers can use precedent to argue their cases but judges are not necessarily bound by them.
What excuse?
You can ban a lot of violent media with that line of reasoning.
