[Edit] After a bit of hunting, I found an app https://www.f-droid.org/packages/app.suhasdissa.vibeyou/ the recommendation service isn’t there, but gets the job done.
Not all piped based, but you can use beatbump.io on desktop. Innertune or ViMusic on Android (both available on FDroid). I prefer InnerTune as you have more control over offline tracks.

Yes its not piped. Both innertube and vimusic sends data to music.youtube.com
Didn’t realise they sent data to YT/Google. Am now more interested in any answers you get 👍
