Tbf the VSC wouldn’t have helped as the field was pretty spread at the time. And a full safety is quite a big intervention for relatively minor debris, slightly off line. Also, it was about to be when ppl started pitting so throwing a safety car would have given most drivers a free pitstop and potentially killed the race. I don’t like how it was handled but can understand why they did what they did at least.
They could have even just mandated that everyone go through the pits for a lap

The ‘new evidence’ was the stewards’ decision itself, saying that it incorrectly stated that Max was the defending driver. They wanted argue that Lando was ahead at the breaking zone, so technically he became the one defending into the corner and by Max running wide he was at fault.
I think the main purpose of this was to highlight how silly the first to the apex rule is, since it essentially allows you miss the corner without consequence.
