I doubt players following the ToS will ever lose ships bought with real money permanently as it would generate extremely negative press.
Though EVE online allows essentially the same thing and you can absolutely lose those ships and equipment.
I’ve seen this issue on my friends PC where he was using a hdd and had 16gb of ram but have never experienced it myself.
For comparison I ran the game fine for years on an 8700k 32gb ram with a 1080ti and an ssd.

The 1080ti has the 4060 beat, just barely, in Metro Exodus.
Anything that requires signficant amounts of vram will see the 1080ti outperform the 4060, which despite being on a newer architecture also has a lower memory bus speed.
Almost everything. The 4060 has less vram which makes it fall behind in some circumstances.
The layoffs continued until 2010 in some places, which is when my whole team got axed.
