        the water supply issues are in the west and north valley’s because of a quirk of the laws that didn’t require that they build infrastructure there.

        the south and east valley has no such issues since they were irrigated before republicans got control of it.

    Phoenix the 5th largest city in the US and has a huge demand for housing, esp. since insulation and AC are easier in multiple unit or multiple family builds.
