Almost all commercial software are advertising their manufacturers other stuff. Ever installed a graphics card driver? How many ads does that show for games and software that can run on the card? Steam also pushes sales by pop-up advertisements.
Google has been fined multiple times because they went much further than just advertising their own stuff.
Can you disable ads on an ad platform with a single setting? Didn’t think so.
So no, Windows 11 is not an ad platform, not even close.
But if you have 1500 tabs, nobody looks at the tabs either. Or it takes like the first half an hour of each work day.
I just close them every day when I shut down my PC.
If I need one back I just re-open them.
If one of them really is that important that I need it multiple time, I create a bookmark for it.
Sometimes I even close my browser multiple times a day in order to clear all cookies since that is the easiest way. (Firefox setting)

Review bombing is getting people to review something a certain way without them having have experienced the thing.
Basically a small group think their own opinion is so important, they try to convince as many people as possible to vote the same to make it seem more people share their opinion.
These reviews were from players who actually played the game and got affected by the changes. It isn’t review bombing, their opinions are valid.
